Jessica Hope Uwera Sengooba is PAPU Assistant Secretary General
Mrs. Ssengooba presently works with Uganda Post Limited, trading as Posta Uganda as the Manager Corporate & International Relations, a position she has held since May 2011.
Mrs. Ssengooba is a 41-year-old Ugandan, is the current Manager Corporate & International Relations with the Uganda Post Limited trading as Posta Uganda, Kampala, a position that she has held since May 2011.
Prior to the current appointment, she served as the International Relations Officer from May 2008 to April 2011.
Mrs. Ssengooba was employed as a Postal Officer in Dec 2002, after which due to her performance and customer care skills was transferred to the Customer Service Centre as a Customer Service Officer. She was later promoted to the Marketing Department as a Key Account Manager in charge of corporate clients.
During these periods, she played a very active role nationally, regionally and globally on behalf of Uganda at Postal conferences and events including representing Uganda at various committees.
In parallel with these functions, Mrs. Ssengooba has held other responsibilities over the years including:
• Member of the National Team on developing a National Ecommerce Platform.
• Chairperson of the East African Communications Organization (EACO) Working Group 4 on Postal Services Development and Regulation for the EAC region (2018 to date).
• Nominated as a UPU Expert on Postal Modernization using the Integrated Postal Development Plan (IPDP) for Uganda and/or region.
• Representative on the Conference of the Commonwealth Postal Administrations (CCPA) Committee for the region.
• Representative of the Eastern Corridor on UPU Africa Support Committee that discusses UPU Thematic issues.
• Member of the East African Community (EAC) Postal Strategy drafting Committee.
• Member of the National Addressing and Postcodes System development Committee.
• Member of the ICT Sector Committee on National Development Plan (NDP) III for the ICT Sector.
• Country Project Manager for the UPU Operational Readiness for Ecommerce (ORE) MIP Project.
• The value of relevant experience; Mrs. Ssengooba has already been part of the decision making discussions at PAPU meetings as a delegate from Uganda and representative of the Operator and is therefore already abreast with the organization’s challenges and strategic opportunities in executing the Convention. She has the strong technical and governance competences by virtue of her expansive experience in leadership positions in high level Postal Sector Forums.
• The knowledge of concerns of the developing countries who are in fact the countries in most need of postal services to support the UN Sustainable Development Agenda.
